Compulsory Purchase and Crichel Down Rules
On 12th November last the CPA were invited to participate in a stakeholder engagement exercise concerning a replacement for Appendix C of the Memorandum to ODPM Circular 06/2004, “Compulsory Purchase and the Crichel Down Rules”.Views were sought regarding the considerations that should be borne in mind by the Homes and Communities Agency and the Secretary of State, and on the circumstances in which it is appropriate for the Homes and Communities Agency to make a Compulsory Purchase Order.

In July 2009 the Government commenced a formal public consultation on it detailed proposals for the introduction of a Community Infrastructure Levy (CIL), including a set of draft regulations which the Secretary of State is empowered to make by Part 11 of the Planning Act 2008.
I am writing to thank you for your response to that consultation and to tell you that the Government today published and laid before Parliament the final CIL Regulations, which will, subject to approval by MPs, come into force on 6 April 2010.

HS2 Exceptional Hardship Scheme Consultation
The DfT are consulting on a voluntary scheme to address exceptional hardship caused by blight on the HS2 preferred route. A draft response has been prepared and will be presented to the Committee at the 17th May Committee meeting ahead of the closing date for consultation which is 20th May.
The consultation papers can be found on the DfT website at http://www.dft.gov.uk/consultations/open/2010-18/ and the draft CPA response can be downloaded here. If you would like to make any comments please let the Committee have them no later than 1pm on Monday 17th May so that they can be considered at the Committee meeting.
