Neil King QC was called to the Bar in 1980 and took silk in 2000. He joined 2 Mitre Court Buildings in 1982 and moved to Landmark Chambers in December 2003. He specialises in all aspects of Town and Country Planning, Environmental and Compulsory Purchase and Compensation law.

Colin has been involved in compulsory purchase and compensation work throughout his career which began in the Valution office where he reached district valuer grade. He has dealt with acquisitions for motorways and trunk roads, Heathrow Terminal 5, High Speed 1 (The Channel Tunnel Rail Link) and many town centre and other regeneration schemes. He has appeared as an expert witness at the Lands Tribunal on many occasions several of which being in what have become ‘leading cases’. He regularly lectures on Compulsory Purchase and Compensation and is an occasional contributor to The Estates Gazette and other publications. He was Chairman of the Compulsory Purchase Association in 2007/08.

Partner and Head of Statutory Valuation
Matt is a partner in the Development Consultancy Group at Drivers Jonas where he leads the Compulsory Purchase and Compensation Team. He has specialised in this area of work for over 14 years acting for public and private sector clients throughout the UK. He has built up a wealth of experience in the assessment of and negotiation of compensation cases ranging in value from very nominal amounts to several million pounds. In addition to the standard property types of retail, residential and commercial he has settled cases relating to more unusual properties including newspaper printers, oil and petroleum terminals, educational establishments, pubs and petrol filling stations. He is also very experienced in providing advice on the procedural stages of the compulsory purchase process and given evidence at CPO inquiries.
Matt has worked on projects of national significance including the Channel Tunnel Rail Link, the London 2012 Olympic and Paralympic Games and Crossrail as well as town centre development and regeneration schemes. His clients are usually acquiring authorities or their development partners although he does also act for claimants and objectors and was the principal author of the series of five Claimants’ Guidance Booklets on behalf of the DTLR (now DCLG).

Philip Maude is the Director of Compulsory Purchase at Hammonds LLP solicitors. Based in Leeds he supervises a team of over 25 lawyers nationwide. Philip is a former local government lawyer having worked at Northampton, Weymouth and Leeds councils. He has been actively involved in compulsory purchase work for over 30 years.

Keith Murray, Keith Murray Associates
Keith Murray is a Fellow of the Royal Institution of Chartered Surveyors. He started his career with the Valuation Office where he dealt with all aspects of compulsory purchase and compensation advice; primarily advising local authorities and government departments. He subsequently worked at the VO head office as a specialist valuer dealing with development land tax, capital gains tax and capital transfer tax.
For twelve years he was a partner with Edwin Hill in charge of the Specialist Services Department responsible for advising clients in connection with compulsory purchase and compensation. In 2000 he set up Keith Murray Associates to provide a specialist service in compulsory purchase and compensation with a personal approach. During her time at Birmingham City Council, Alison has obtained considerable planning, highway and CPO experience ( including also advising the former Heartland Development Corporation) which she now uses to lead the legal input on regeneration projects involving planning and highways CPOs.
Planning schemes include:
- the Bullring, Martineau Place, Curzon St (in partnership with AWM, which delivered land for 3 distinct developments each funded and delivered by different structures)
- and most recently in partnership with Network Rail for the improvement of New St Station Birmingham a major rail station at the centre of the rail network
Alison has been with Birmingham City Council for 25 years this year, and has, amongst other positions, been a co-opted member of the CPA for the past 4 years, and has previously worked as branch Secretary for the West Midlands Branch of the Law Society Local Government Group.
Charles Norman
Charles Norman BSc FRICS is CPO Project Manager for London Thames Gateway Development Corporation which has made three CPOs in the last few months. Prior to taking up this appointment in late 2008 he spent nearly 20 years at Jones Lang LaSalle in the fields of valuation, compulsory purchase and litigation support including acting as an expert witness in the High Court and County Court. He has the CPE in law and has published on compulsory purchase in the Journal of Planning and Environmental Law and the Estates Gazette. He has served on RICS Disciplinary Boards and is a member of the RICS Compulsory Purchase and Compensation Policy Panel. In 2006 he was appointed a Valuer Member of the Rent Assessment Panels and has recently been appointed a Valuer Chairman by the Lord Chancellor.

Mark Barlow founded CPT Events in 1991, having formerly worked for the College of Estate Management and the RICS’s joint venture ICC.
CPT Events is one of leading property training companies offering post graduate training and technical briefings to surveyors, valuers, planners, lawyers and related professions.
He is responsible for programme and business development. He is the Administrator for the Compulsory Purchase Association and the Planning and Environment Bar Association.
In a former life he was a competitive swimmer and coached swimming – his last two protégés won Gold and Bronze at the 2000 Sydney Olympics.
He supports Open Water racing in the UK and has officiated at international competitions, and been a member of the governing body’s technical committee. Now growing old sailing.
