Keith Murray, Chairman
Keith Murray is a Fellow of the Royal Institution of Chartered Surveyors. He started his career with the Valuation Office where he dealt with all aspects of compulsory purchase and compensation advice; primarily advising local authorities and government departments. He subsequently worked at the VO head office as a specialist valuer dealing with development land tax, capital gains tax and capital transfer tax.
For twelve years he was a partner with Edwin Hill in charge of the Specialist Services Department responsible for advising clients in connection with compulsory purchase and compensation. In 2000 he set up Keith Murray Associates to provide a specialist service in compulsory purchase and compensation with a personal approach. Keith Murray Associates is one of the UK’s leading experts in compulsory purchase and compensation.
Richard Honey MRICS FCIArb Barrister - Vice Chairman
Richard is a barrister practising from the Chambers of Robin Purchas QC at Francis Taylor Building in the Temple. He qualified originally as a chartered surveyor. Richard practises in all areas of planning law, with particular emphasis on public law issues, infrastructure projects, and compulsory purchase and compensation. He is a member of the Attorney General’s panel of junior counsel to the Crown (C Panel). He has advised the promoters of orders for the compulsory acquisition of land and represented objecting landowners. Richard frequently appears in the Lands Tribunal and has been instructed for acquiring authorities in cases relating to the 2012 Olympics, Crossrail, Thameslink 2000 and various road schemes. Recent reported cases include Clemdell v Dorset CC [2009] RVR 318, Singh v LDA [2010] RVR 41, and Welford v TfL [2010] RVR 200.

Colin Cottage - Hon. Treasurer
Colin became a Chartered Surveyor in 1991. After spells in Countrywide Surveyors and the Valuation Office at Barking, he joined Glenny LLP in 1997. He became a Partner in 2003.
Colin manages Glenny LLP’s Professional Division at its East London and Essex Offices and heads up the practice’s CPO Team. He has specialised in CPO work for the last 10 years and advises both Acquiring Authorities and Claimant’s throughout south east England, but with particular emphasis on Thames Gateway Region. Colin was one of the London Development Agency’s principle advisors for the Olympic CPO.
Colin has given expert evidence at Public Inquiry and has also given evidence at Lands Tribunal on an increasingly regular basis over the last few years.

He has over 30 years experience dealing with all aspects of Compulsory Purchase and Compensation matters. He appears as advocate at public inquiries and at the Lands Tribunal and he acts for public authorities, objectors and claimants.
He was responsible for promoting the first CPOs for 2 Regional Development Agencies and is currently acting for a number of local authorities who are about to make orders. He has around 15 cases at various stages in proceedings in the Lands Tribunal.

Matt is a partner in the Development Consultancy Group at Drivers Jonas where he leads the Compulsory Purchase and Compensation Team. He has specialised in this area of work for over 14 years acting for public and private sector clients throughout the UK. He has built up a wealth of experience in the assessment of and negotiation of compensation cases ranging in value from very nominal amounts to several million pounds. In addition to the standard property types of retail, residential and commercial he has settled cases relating to more unusual properties including newspaper printers, oil and petroleum terminals, educational establishments, pubs and petrol filling stations. He is also very experienced in providing advice on the procedural stages of the compulsory purchase process and given evidence at CPO inquiries.
Matt has worked on projects of national significance including the Channel Tunnel Rail Link, the London 2012 Olympic and Paralympic Games and Crossrail as well as town centre development and regeneration schemes. His clients are usually acquiring authorities or their development partners although he does also act for claimants and objectors and was the principal author of the series of five Claimants’ Guidance Booklets on behalf of the DTLR (now DCLG).

Meyric is a barrister practising in the Chambers of Robin Purchas QC at Francis Taylor Building. He has practised in compulsory purchase and compensation law all his working life. Highlight cases include Batchelor v Kent County Council – ransom value not excluded under Pointe Gourde, Stayley Developments v Secretary of State – planning assumptions in the no-scheme world, promoting the North West Development Agency CPO for Kingway Business Park in Manchester, promoting Manchester Metrolink – Salford-Eccles and Airport Extensions and defending section 18 appeals following the Olympics and Legacy CPO. He is committed to reform of the compulsory purchase compensation code and is particularly interested in the pressures – financial as well as intellectual – on participants in proceedings in such a complex and demanding field. He is keen to see greater involvement of membership nationwide through development of the role of the regional groups in the CPA.

Paul has over 30 years of practical experience as a planner with a variety of roles in both the public and private sectors. He is a Director of national planning and urban design consultancy, Turley Associates, and has the national lead role for the Company’s CPO, Land Assembly and Expert Witness services. Paul has been involved in CPO and land assembly work throughout his career and has established a long track record as an expert witness in a variety of cases and forums including the Lands Tribunal.
He has regularly advised acquiring authorities on the scoping and preparation of CPOs made under a range of statutory powers and has prepared and submitted a large number of Planning Act Highway Stopping up Orders. Paul has also advised and represented many objectors to such Orders. He has also acted both for acquiring authorities and land owners in relation to the planning aspects of land compensation claims including Certificates of Appropriate Alternative Development.

Alison has been with Birmingham City Council for 25 years this year, and has, amongst other positions, been a co-opted member of the CPA for the past 4 years, and has previously worked as branch Secretary for the West Midlands Branch of the Law Society Local Government Group.

Richard is the partner heading Bond Pearce's nationally recognised planning and infrastructure team. He has 15 years' experience dealing with compulsory purchase matters. Over the last two years he has specialised in the area of nationally significant infrasructure projects and in particular advising applicants on the compulsory acquisition processes for Development Consent Orders .
He has also acted on a number of town centre regeneration schemes for promoters and local authorities. On the claimant side he acted for a number of parties affected by the 2012 London Olympics compulsory purchase processes as well as owners affected by the Channel Tunnel Rail Link acquisitions Crossrail and on several Transport and Works Orders.
Richard has been a member of the Compulsory Purchase Association since 2003. He regularly lectures on compulsory purchase issues and has been a speaker at a past CPA AGM.

Charles Lazarevic
Charles heads the Moore Stephens forensic accounting and expert witness practice in London, acting in about 50 cases each year. He is regularly asked to value companies and businesses in situations where a dispute has arisen. While most cases settle before the hearing, Charles has giving expert evidence at many international arbitrations, tribunals and in courts over the last 20 years. In 2006 he gave expert evidence concerning the value of goodwill lost at a retail business in Liverpool and the associated pre and post possession losses following a CPO (Contraband Discount Stores v Liverpool PSDA Ltd).
He has acted for claimants and acquiring authorities in CPO disputes a wide variety of industries, including various retail, fast food, wine bars, serviced offices, solicitors and cement production. He is a panel expert for Network Rail (including the Thameslink Programme) and Transport for London, which includes Crossrail.
