As the Compulsory Purchase Order (C.P.O) Land Assembly Lead at HS2 you will lead land assembly operations across the contract areas to ensure consistency of process and outputs necessary to enable entry to land in accordance with the construction programme through the implementation of compulsory purchase powers or by agreement.
This role is part of the Land and Property team and reports to the Head of Land Assembly and will interact with all parts of the HS2 Limited Construction and Delivery Teams dealing with:
o    15,000 parties affected by the Phase One scheme, 11,000 land parcels for which varying land powers are sought
o    9,000 owners, occupiers, lessees tenants and other licensees with a compensable interest
o    40,000 - 60,000 formal notices and communications over a 5 year CPO acquisition programme
o    2,300 petitions in Parliament resulting in over 10,000 individual commitments given

About the role:
  • Enable entry to land in accordance with an agreed  construction programme to avoid any delays to commencement of construction and associated costs
  • Design and implement both manual and IT workflow-based processes to support compulsory purchase and temporary use of land
  • Ensure DfT governance (via the Independent Land Advisor) is proportionate and efficient, and refine as necessary with DfT approval
  • Act as the primary interface between  teams, such as but not limited to Engineering  Design, Construction Planning, Land Referencing, Land & Property and legal advisors on implementation of CPO powers
  • Obtain Department approval for all CPO notices (GVD,  Notice to Treat, Notice of Temporary Use), including signing and sealing of plans and orders
  • Maintain a register of all notices prepared and served, and ensure CPO notice information is available across the wider HS2 organisation to assist efficient and effective decision making
  • Liaise with Land Registry and coordinate applications for registration of scheme title; record title of all interests acquired for the scheme

About You:

  • Relevant degree
  • Relevant post graduate qualification
  • Relevant professional membership
  • Relevant experience of implementation of compulsory purchase powers
  • Relevant experience in project management due to the scale and nature of the HS2 Project
  • Experience of title registration with Land Registry as there is a high level of property acquisition and information needed.
  • Have a flexible approach to office location
  • Excellent communication skills
  • Ability to work under pressure to fixed deadlines and working hours where needed
  • Ability to deal with stakeholders and members of the public in a range of circumstances
  • Ability to work unsupervised within established parameters
