As Head of Land Assembly at HS2 you will direct operations to secure and implement powers over land required for the scheme, including access to land pre- and post-Royal Assent, land referencing to support Hybrid Bill preparation and the implementation of compulsory purchase powers to deliver possession of land in accordance with the Construction Programme.

About the role:
  • Develop and implement complete land assembly function including CPO Policy, Strategy, governance, processes and systems necessary to deliver CPO notices; secure all necessary approvals from DfT, Legal and L&P
  • Prepare and serve compulsory purchase notices necessary to secure entry to land in accordance with HS2 construction programme, including obtaining all necessary approvals from the Department for Transport
  • Manage the efficient delivery of  entry to land both in advance of Royal Assent for survey purposes, and post Royal Assent through implementation of Bill powers
  • Responsibility for preparation, management and reporting of budgets for land access and PSC support
  • Manage the preparation and approval of  land and property related deliverables for the Hybrid Bill (and Additional Provisions) - Book of Reference, Land Parcels, Housing Statement, Notices to ensure compliance with Parliamentary Standing Orders
  • Maintain a register of all notices prepared and served, and ensure CPO notice information is available across the wider HS2 organisation to assist efficient and effective decision making
  • Management of PSC contracts to ensure PSC activities are coordinated and outputs are delivered within agreed quality, cost and time targets
  • Ensure land ownership information is available across the wider HS2 organisation to assist efficient and effective decision making

About You:
  • Relevant degree
  • Relevant post graduate qualification
  • Professional membership (e.g. RICS, RTPI, etc)
  • Proven ability to deal effectively with multi-stakeholder delivery models
  • Budget management responsibility for budgets in excess of £10m p.a.
  • Contract management experience for contracts in excess of £10m p.a.
  • Excellent communication skills (verbal and written)
  • Proven ability to work under pressure to fixed deadlines
  • Process and data modelling, and technological awareness
  • It is expected that you will actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.                                                    
  •  In addition to the above the post holder will be expected to:
  • Direct the land access and land referencing operations to support Hybrid Bill preparation, and implementation of CPO powers post-Royal Assent
  • Direct the Land Assembly operations to secure entry to land
  • Ensure the coordination of land referencing and assembly activities in accordance with the construction programme
  • Provide guidance and direction of application of Standing Orders to land referencing activities
  • Direction of PSC activities; approval of instructions and applications for payment
  • Approval of access fees and survey payments in accordance with delegated authorities
  • Secure all necessary resources (personnel, systems and processes) necessary to deliver assured services
  • Liaison with Parliamentary Agents to ensure review and approval of Bill and AP deliverables
  • The construction programme will determine sequence of compulsory purchase and entry to land
