As a Land Referencing Lead at HS2 you will lead land referencing activities to support both the preparation and passage of the Hybrid Bill process; and the exercising of powers of entry and compulsory purchase post-Royal Assent. The Land and Property Team are responsible for  the acquisition of over £5 billion of land and properties over the two Phases of HS2 delivery. This will involve:
  • Dealing with large volumes of affected parties and land parcels
  • 15,000 parties affected by the Phase One scheme, 11,000 land parcels for which varying land powers are sought
  • 9,000 owners, occupiers, lessees tenants and other licensees with a compensable interest
  • 40,000 - 60,000 formal notices and communications over a 5 year CPO acquisition programme

About the role:
  • Manage contractors and deliver the referencing components of the Hybrid Bill (Book of Reference, land parcels, Housing Statement and Notices) in accordance with the HB programme and Parliamentary Standing Orders
  • Undertake the assurance role in reviewing and assuring contractor deliverables
  • Oversee the interfaces between the Engineering, Environmental and Land Referencing disciplines to ensure processes are adhered to, and to ensure accuracy and consistency of scheme limits and land parcels
  • Post-Royal Assent, maintain the referencing database of owners and occupiers, and the service of notices of entry for survey purposes in accordance with survey locations identified by the Delivery Teams
  • Post-Royal Assent, maintain the referencing activities to ensure all qualifying interests are referenced prior to service of compulsory purchase notices to ensure consistency and compliance of process.
  • As part of the Land Assembly Team, respond to enquiries from within HS2 and from external stakeholders on access and land ownership matters in a timely manner

About You:
  • Relevant degree or HNC
  • Relevant professional membership due to the large scale and nature of acquisitions
  • Relevant experience of land referencing and compulsory purchase including Hybrid Bills
  • Relevant contract and programme management experience
  • Have a flexible approach to working from different office locations
  • Excellent communication skills
  • Ability to work under pressure to fixed deadlines and working hours where needed.
  • Ability to deal with stakeholders and members of the public in a range of circumstances
  • Ability to work unsupervised within established parameters
