As Property Acquisition Lead (North) at HS2 you will manage and deliver all aspects of the land acquisition programme for the rural North region of Phase 1 to ensure timely availability of the required land for the HS2 project. The Acquisition Lead North is accountable for the transactions that are to be delivered by the team.  The incumbent will ensure that the team adhere to all current acquisition policies and processes on behalf of land and property, and be accountable for striking the right balance between delivering value for money to the tax payer and ensuring fairness to the claimants. 
The North region extends for over 50 miles from Birmingham: north through the rural areas to Fradley; and south past the Birmingham Interchange towards London. 
This region is geographically the largest within Phase 1 and includes the most diverse portfolio in both extensive city and rural environments.  The portfolio includes over 500 property interests with a compensation value in excess of £750m.
This extensive portfolio includes the need for acquisitions across the agricultural, residential, commercial, industrial, manufacturing and leisure sectors.  The tenure of this extensive portfolio is also complex.

About the role:
  • Ownership of the Land & Property North team performance.  Lead the acquisition team, setting objectives, reviewing performance and ensuring staff have the necessary skills and understanding to deliver the team's objectives.
  • Develop and own the strategy for the delivery of the acquisition programme across the North region which identifies the risks, opportunities and potential benefits that can be delivered by the Land & Property on behalf of HS2.
  • Lead the acquisition of land required for the implementation of the project in the North region of Phase 1, ensuring all compensation is negotiated to settlement within policy, guidelines and budget parameters so that land is available during the construction phase of the project.
  • Manage more complex aspects of petitions, negotiations and valuations to ensure resulting acquisitions meet forecast and quality requirements.
  • Proactively build relationships with major/high profile affected land and property owners, individuals and organisations in the region to enable the negotiation process to be carried out effectively.
  • Provide expert advice to other HS2 departments, including the delivery function, town planning, environment, and petition management stakeholders to inform decision making.
  • Collaborate and communicate with other members of the property acquisition management team to ensure a common and consistent approach is adopted across Land & Property in HS2.
  • Deputise for the Head of Acquisitions when required 

About You:
  • A significant track record of staff management.
  • A delivery background in a similar environment acquisition (e.g. time compressed with Royal Assent requirement).
  • Evidence of effective supplier management and ability to build sustainable strategic relationships with suppliers and the supplier market.
  • Demonstrable exposure of working in the property-related environment (preferably in the land acquisition related to infrastructure projects in a urban and/or rural environment), with substantial land assembly experience at a senior level.
  • Must have broad knowledge of how compulsory purchase works, statutory compensation and other government compensation schemes.
  • Chartered surveyor or equivalent.
  • Effective stakeholder management.
