HS2 is currently looking for three Senior Property Acquisition Managers to help manage and deliver the relevant aspects of the land acquisition programme on behalf of a specific Phase 1 region, to ensure timely availability of the required land for the HS2 project. Each manager will be accountable for the transactions that are to be delivered under his/her direction.  The incumbent will ensure appropriate adherence to all current acquisition policies and processes on behalf of land and property, and be accountable for striking the right balance between delivering value for money to the tax payer and ensuring fairness to the claimants. 
The role will be given delegated authority in accordance with the financial delegations for HS2. 
The incumbent will need to work closely with the Acquisition Lead and colleagues within the respective region and across the Land & Property team.

About the role:
A Senior Property Acquisition Manager will be focussed on complex, high value and sensitive acquisitions.  This will define the role in a region – acquisitions could be low value to in excess of £100m.  Examples of cases that will be directed by a SPAM include business relocations, complex reconfigurations and high value acquisitions. 
The role is likely to include cases from various sectors within the region, such as: commercial, industrial, retail, residential, agricultural and leisure.

Duties will include:
  • Ownership and delivery of a specific case list, including the high value, complex or sensitive acquisitions in the region, on behalf of the Acquisition Lead.
  • Ensure all compensation claims are negotiated to settlement within policy, legal guidelines and budget parameters so that land is available to the project at the right time.
  • Proactively build relationships with affected property owners, individuals and organisations in a specified area of a region, to enable the negotiation process to be carried out effectively.
  • Support the more complex aspects of petitions, negotiations and valuations to ensure resulting acquisitions meet forecast and quality requirements.
  • Lead and direct external agents on property side negotiations with claimants for acquisition of properties through blight notices and hardship schemes in advance of compulsory purchase.
  • Lead negotiations for petitions filed within a specified geographical area to minimise petitions reaching select committee, and prepare the evidence for cases that are presented to committee.
  • Provide expert advice to the delivery function, town planning, environment and petition management stakeholders, to inform decision making in those areas from a property perspective.
  • Collaborate and communicate with other members of the property acquisition management team to ensure a common and consistent approach is adopted across HS2
  • Ensure all data relating to the acquisitions is complete, accurate and within the appropriate property system.
  • Deputise for Phase 1 Acquisition Lead in their absence

About You:

  • Chartered surveyor or equivalent
  • Evidence of working with suppliers, and ability to develop effective working relationships to ensure delivery through the supply chain
  • Demonstrable, substantial experience working in the property business ( preferably in the land acquisition related to infrastructure projects)
  • Must have broad knowledge of how compulsory purchase works and other government compensation schemes
  • Ability to lead sensitive negotiations in a tactful way
  • Effective stakeholder management
