As a Site Access Lead at HS2 you will manage resources and processes necessary to secure timely access to land with the consent of landowners (pre-Royal Assent) and within Bill powers (post-Royal Assent) to enable a wide range of survey and fieldwork activities to proceed to programme.
This role is part of the Land and Property team and reports to the Head of Land Assembly and will interact with all parts of the HS2 Limited Construction and Delivery Teams dealing with:
o   15,000 parties affected by the Phase One scheme, 11,000 land parcels for which varying land powers are sought
o   9,000 owners, occupiers, lessees tenants and other licensees with a compensable interest
o   40,000 - 60,000 formal notices and communications over a 5 year CPO acquisition programme
o   2,300 petitions in Parliament resulting in over 10,000 individual commitments given

About the role:
  • Deliver site access to land for surveys pre and post Royal Assent
  • Administer contractor activities to ensure access is secured in accordance with the agreed survey programmes (ecological, utility, heritage and ground investigation assessment); monitor progress and performance and escalate non-performance to line manager
  • Provide single point of contact for access matters across HS2 to ensure access requests are coordinated, costs managed, and disruption to landowners kept to a minimum
  • Agree and deliver the scope of access requests to ensure access sought is proportionate and defensible to ensure cost effectiveness of the survey programme
  • Periodically review the form of Early Access Agreement and secure approval for any modifications from internal and external stakeholders in order to improve the form of agreement
  • Oversee and deliver the preparation of access budgets (fees and survey compensation) based on forecast survey programmes; and the monthly reporting of actual and accrued payments against budget
  • Provide regular and accurate reporting and forecasting to inform the monthly actuals and accruals figures prepared by the Access Payments Manager
  • Manage interface with  land agents, and key stakeholders and landowners to ensure processes and fees are consistently applied; attend key meetings to review the works, address issues and concerns and ensure that the compensation packages are fair and appropriate to specific circumstances and consistently applied along the whole route; attend meetings with NFU/CLA/CAAV on access matters
 
About You:
  • Relevant professional membership
  • Proven negotiations skills and deep understanding of property issues arising from access for surveys in both rural and urban locations
  • Relevant track record in management of  infrastructure and construction programmes
  • Excellent knowledge in all aspect of surveying and assessment
  • Have a flexible approach to working from different office locations
  • Excellent communication skills
  • Ability to work under pressure to fixed deadlines and working hours where needed
  • Ability to deal with stakeholders and members of the public in a range of circumstances
  • Ability to work unsupervised within established parameters
