As a Land Referencing Lead at HS2, you will be responsible for obtaining and maintaining details of all land and property owners and occupiers affected by the scheme to enable deposit of a compliant Hybrid Bill for Phase 2b, and to support post-Royal Assent acquisition programmes.

About the role:
  • Manage the Land Referencing team in delivering the referencing components of the Hybrid Bill (Book of Reference, land parcels, Housing Statement and Notices) in accordance with the Hybrid Bill programme and Parliamentary Standing Orders
  • Manage same delivery of Additional Provisions and any required Transport and Works Act Orders as directed
  • Undertake the lead technical assurance role in reviewing and assuring the teams deliverables
  • Manage the interfaces between the Engineering, Environmental and Land Referencing disciplines to ensure processes are adhered to, and to ensure accuracy and consistency of scheme limits and land parcels
  • Post-Royal Assent, manage the referencing of owners and occupiers, and the service of notices of entry for survey purposes in accordance with survey locations identified by the Delivery Teams
  • Post-Royal Assent, manage the referencing activities to ensure all qualifying interests are referenced prior to service of compulsory purchase notices; attend the Final Land Acquisition Boundary (FLAB) review process with Delivery Teams and Land Assembly colleagues to ensure consistency of process and compliance with processes; critically assure the referencing data provided
  • Act as the Technical Expert and single point of contact for referencing matters, responding to enquiries from within HS2 and from external stakeholders in a timely manner
  • Provide assurance for related referencing data arising from production of compulsory purchase notices and safeguarding directions.

About You:
  • Knowledge of land referencing processes (Transport and Works Act Orders) and Parliamentary Standing Orders
  • Knowledge of data (including spatial data) management
  • Understanding of compulsory purchase powers including relevant statutes and established practices
  • Programme and data management skills, including land referencing and title analysis, and assurance
  • Experience of land referencing, including land access, assembly and registration
  • Experience of compiling and analysing data using Excel (or equivalent), GIS and database reporting tools.
