On 20 February 2014 Guy Roots QC of Francis Taylor Building, a leading practitioner in Compulsory Purchase and Compensation, and Henry Church, CBRE Director – Compulsory Purchase and Compensation, spoke at the first of the Young CPA Training and Drinks Events scheduled for 2014.

Training and Drinks Events are aimed at combining a light and informal but stimulating induction for Young CPA members to Compulsory Purchase and Compensation as well as providing an ideal opportunity for relaxed networking with colleagues over drinks and nibbles. At each of the events two short complimentary presentations will be given. This year’s programme of presentations will cover much of the Compulsory Purchase and Compensation process.

Guy Roots QC offered a helpful overview of the framework for Compulsory Purchase, incorporating the three principal areas of: how a body may be properly authorised to acquire land compulsorily, the implementation of a land acquisition and compensation, and his main topic of “Compensation for land with development potential”, including discussion of key planning assumptions and disregards.

Henry Church spoke on the new regime of planning assumptions, focusing on that of prospective planning permission in circumstances where no other statutory assumption applies: hope value. Henry addressed the defining components of hope value, the environmental factors capable of affecting the value, its relationship with familiar open market land transactions (e.g. subject to contract purchasing, options, promotion agreements and unconditional purchasing), and the influence of residual valuation, both in theory and in practice.

The first of this year’s Training and Drinks Events proved incredibly popular. The CPA wishes to acknowledge Guy Roots QC and Henry Church for their presentations, and CBRE for their hospitality in hosting the event at their Henrietta House London Office.

Building on the strong success of the first event, the next Young CPA Training and Drinks Event will be taking place on Thursday 3rd April (registration from 17.00; starting at 17.30) simultaneously at venues in London, Manchester, Bristol, Leeds Birmingham and Newcastle, with presentations given by Paul Singleton, Chairman of the Compulsory Purchase Association and Richard Guyatt of Bond Dickinson LLP.
