The second Young CPA event has virtual appeal…
On Thursday 3 rd April, the Young Compulsory Purchase Association (YCPA) hosted their first virtual training and networking event. Indeed, over 60 members of the YCPA gathered at Bond Dickinson’s offices in Bristol, Leeds, London and Newcastle and Squire Sanders offices in Birmingham and Manchester to make new connections and share recent experiences.

The training element of the event focused on compulsory acquisition as part of the Development Consent Order (DCO) process. Paul Singleton, Director at Turley and Chairman of the Compulsory Purchase Association kicked off the presentations by explaining how the DCO process has introduced the ability for promoters to incorporate compulsory acquisition in orders granting consent for nationally significant infrastructure projects ("NSIPs").  Paul advised that promoters have to be diligent to ensure compliance with the relevant sections of the 2008 Planning Act, including the need to consider compulsory acquisition at both an early stage and at key intervals throughout the lifespan of the project.

Richard Guyatt, Partner at Bond Dickinson LLP opened the second presentation of the evening by thanking the YCPA members for being honest and proactive practitioners. Richard cited that the preparation of a DCO is paper intensive process that requires a clear and accessible audit trail. Consultation (under section 42 of the Act), accurate land referencing and negotiation are key early components of the DCO preparation process, especially where land assembly is required through compulsory acquisition.

The CPA would like to take the opportunity to thank Richard Guyatt and Paul Singleton for their presentations, and Bond Dickinson and Squire Sanders for hosting the event at multiple cities across England.
