As an Access Payments Officer at HS2 you will manage the preparation and verification of payments in a timely manner to land owners and land agents made in respect of land access and survey activity as part of the wider HS2 survey programmes

About the role:
  • Manage the submission and verification of payment schedules by PSC and/or land agents in respect of early access agreements & GI agreements, and/or Land Information Questionnaires to comply with financial controls
  • Manage the verification and allocation of environmental surveys (undertaken by the PSC/Environmental Teams) and appropriate levels of compensation to landowners; prepare schedules for payments for approval by relevant Heads of Service together with individual landowner schedules recording all surveys carried out on their land
  • Manage the timely entry and verification of contact and bank details of landowners and agents into SAP
  • Provide advice and direction on VAT matters to PSC, landowners and land agents in respect of recoverable VAT and land elected for VAT; liaise with Head of Finance on VAT matters
  • Prepare approved payments for payment by Finance Team; follow up with Accounts Payable to ensure timely payment; prepare/issue cheques, remittance notes and survey schedule to third parties to advise of payment
  • Manage the preparation of monthly figures (actuals and accruals) to enable Finance Team to manage COWD, and for internal reporting within the Land Assembly team
  • Support the assurance of PSC referencing deliverables to enable programme deadlines to be achieved
  • As part of the Land Assembly Team, respond to enquiries from within HS2 and from external stakeholders on access and land ownership matters in a timely manner
  • Ensure the safe management of landowners' personal information

About You:
  • Relevant degree or HNC
  • A strong track record in a property management environment
  • Strong communication skills (verbal and written)
  • Good computer skills (MS Office)
  • Flexibility over office location (
  • Additional working hours expected at key stages in the programme (e.g. support during lead up to Bill Deposit)
  • Ability to work under pressure to fixed deadlines
  • Ability to deal with stakeholders, land agents, and members of the public in a range of circumstances
  • Ability to work unsupervised within established parameters
  • VAT matters – seek formal guidance and approval of processes from Head of Finance
  • Approval of non-standard agent or survey fees to be sought from the Head of Land Access
  • Approval of monthly actuals and accruals from line manager
